It covers promotion management, selection and special selection boards, promotion eligibility, nonpromotable status, precedence, frocking, and promotion review boards. It establishes policies, tasks, rules, and procedures for promotion processing, including board notifications, promotion lists, delays, and reconsideration.
Each officer must meet promotion eligibility criteria (see para 27). (paragraph 1)
Officers are notified of upcoming selection boards via HQDA/HRC military personnel (MILPER) messages approximately 100 days from the board convene date. (paragraph 2)
Officers are responsible for presenting accurate information to the PSB. (paragraph 2)
Commissioned officers are promoted from promotion lists in order of seniority (shown by the promotion sequence number) as additional officers are needed within each competitive category, except as provided in paragraph 31b and 31c. (paragraph 1)
An officers promotion will not be delayed more than 6 months unless the SECARMY or the SECARMYs designee grants a further delay. (paragraph 6-24)
