PAM 73-1 governs test and evaluation planning, execution, and reporting for materiel and information systems in acquisition.

PAM 73-1 covers integrated product teams, test and evaluation master plans, system evaluation, developmental and operational testing, safety, interoperability, and software testing. It requires T&E programs to integrate developmental testing, operational testing, live fire testing, modeling and simulation, and other credible data generation activities appropriate to system evaluation.
Army TEMP policy requires that the Defense Acquisition Guidebook format be followed. (paragraph 1)
DT and OT should be conducted at a minimum to verify integration and interoperability with other system elements. (paragraph 5-4)
A SER is required at each MS decision (except MS A) and the FRP DR. (paragraph 5-4)
The TEMP includes at least one CTP and one operational effectiveness issue for evaluation of interoperability. (paragraph 1)
Release of OT data beyond the acquisition team will be accomplished only with the approval of CG, ATEC or the commander of other OT&E activities. (paragraph 1)
