It covers national security investigations, background investigation requests, adjudication, reciprocity, personnel security actions, reporting, and training. It sets criteria for investigations and eligibility, access to classified information, reportable activities, and due process for suspended, revoked, or denied eligibility.
National security eligibility must be kept to the absolute minimum necessary to meet mission requirements. (paragraph 3-3)
Investigations will not be duplicated when a previously conducted and current investigation meets the prescribed scope and standard to support a national security or access determination. (paragraph 4-1)
Requests for background investigations will be limited to those required to accomplish the DA mission. (paragraph 5-1)
Requests for background investigations will be submitted only by the authorized requesters designated in paragraph 5 3. (paragraph 5-1)
With the exception of military personnel, minors who are under the age of 18 will not be investigated nor granted national security eligibility. (paragraph 7-1)
