SSCMAN91-710V5 addresses construction and modification, site requirements, documentation, conventional and critical facilities, emergency and critical systems testing, and initial inspections. It establishes requirements for facilities and structures at SSC ranges and identifies waiver and supplementation provisions.
Applies to: This volume applies to all Range Users conducting or supporting operations on the SSC ranges.
Commercial users intending to provide launch services from one of the ranges shall have a license or license application in process from the Department of Transportations Federal Aviation Administration (FAA) or have a DoD sponsorship and be accepted by the DoD to use the ER or WR.
Requirements identified for expendable launch vehicles, ballistics or suborbital vehicles, or space vehicles in this publication may also apply to reusable launch vehicles (RLVs) and reentry vehicles (RV) depending on their similarity in launch preparation, operations, or phase in flight; therefore, Range Safety should be consulted as to their applicability.
In accordance with SSCI 91-701, The Space Systems Command Launch and Range Safety Program, all tailored versions of SSCMAN 91-710 are approved by the Space Launch Delta (SLD) Commander.
Waiver authority of non-tiered requirements may not be delegated below the Space Launch Delta Commander level unless specifically stated in this publication.
