AFSPCI13-610 addresses USSF launch ranges, launch and reentry activities, commercial space entities, payload recovery, and flight safety assessments. It requires flight worthiness certifications, critical asset protection calculations, documented mandatory positions, and risk screening.
Compliance with this Memorandum is mandatory. (paragraph 1)
The commercial space entity shall hold a valid USSF CSOSA in order to be allowed access to USSF resources IAW 10 U.S.C. § 2276a and 51 U.S.C. § 50504 authorities and implementing regulations. (paragraph 3)
The SSC/CC will certify flight worthiness for NSS missions launching SSC-procured spacecraft on SSC-procured launch services. (paragraph 3)
Ensure Critical Asset Protection calculations are conducted IAW Attachment 8 for all launches and reentries conducted from their respective ranges. (paragraph 3)
Ensure calculation results are shared with asset owners NLT L-7 days. (paragraph 3)
