It provides a framework for conducting training evaluations, preparing evaluators, and establishing standard methods for evaluation feedback. It addresses standards-based training, readiness evaluation, debriefs, after-action reviews, and documenting training results.

Evaluation is one of the most important steps in unit training management and the Systems Approach to Training and Education process.
The commander uses standards-based feedback to make cumulative judgments, including the commander’s unit readiness assessment, concerning the effectiveness of the training plan and the unit’s level of readiness compared to its mission-essential tasks.
During this phase, the commander, or unit leader, identifies areas of individual and unit training that need more focused attention.
