The decision to initiate Transition is political and, as such, requires a WOG effort. (paragraph 4)
Planning should be conducted by delegates from participating organizations (incorporating those who will be involved in implementation) and must include the HN government and key national and multinational stakeholders. (paragraph 1-4)
Transition requires continuity of stability and security for the HN. (paragraph 1-3)
A medical risk assessment needs to be conducted to identify the potential risk areas during transition to ensure the timing of health transition does not adversely affect the overall operational plan.
