MCRP 10-10E.10 addresses homeland response operations, CBRN response forces, operational phases, command relationships, and federal assistance requests. It requires coordination, assessment, preparedness, force readiness, and procedures for stabilization and transition.

The Phase III−Operate phase begins when DOD or NG forces begin executing mission assignments within the operational area. The Operate phase ends when lifesaving requirements no longer exceed the capabilities of civilian first responders and the effort shifts to other state or federal mission assignments that have broader application to the joint operations area (JOA). Governors intending to alert the CBRN response enterprise elements must work with the proper state emergency management agency authorities to validate the mission before DOD CBRN response enterprise forces can be mobilized. (paragraph 1-61)
