MCO 8300.1D covers the Marine Corps Serialized Small Arms/Light Weapons Accountability Program, including registry data, transaction reporting, recovered weapons, and file retention. It requires reporting accountability changes, maintaining serial-number records, and retaining specified documentation for three years.

Commanders wi11 report the movement of smal1 arms/1ight weapons by serial number to Naval Surface Warfare Center (NSWC), Crane Division, whenever there is a change in the accountable unit against which small arms/Iight weapons are being reported, from one DOD Activity Address Code (DODAAC) to another DODAAC, (ex. , M203 61 to M20460), in accordance with the references. (paragraph 4)
All reportable small arms/light weapons shall be registered in the MCSSAAP, whether or not they currently have a National Stock Number (NSN)/Management Control Number assigned, per reference (c). (paragraph 6)
Submit a recovered MLSR report within 48 hours in accordance with references (d), (e) and (i). (paragraph 4)
All documentation pertaining to the MCSSAAP, to include electronic and/or hardcopy receipt certification, issue transaction, and certified annual serialized small arms/Iight weapons inventory reports with supporting documentation, will be retained for for a period of three years in accordance with reference (d).
Any situation that arises which is not covered by the provisions of this order will be referred to HQMC (LPC) for guidance/resolution by the SAEA.
