It establishes qualification and certification requirements for personnel handling Class V(A) and Class V(W) ammunition and explosives, as well as contractors performing A&E operations. It also addresses comprehensive training, evaluation, certification review, and commander responsibilities for the program.
Applies to: This Order is applicable to the Marine Corps Total Force.
All personnel whose duties include the handling of Class V(A) A&E will participate in the Marine Corps Personnel QUAL/CERT program and shall be qualified and certified in accordance with Volume I of this Order. (paragraph 4)
All personnel whose duties include the handling of Class V(W) A&E will participate in the Marine Corps Personnel QUAL/CERT program and shall be qualified and certified in accordance with Volume II of this Order. (paragraph 4)
All contractors performing A&E operations shall be qualified and certified in accordance with Volume III of this order. (paragraph 4)
All personnel who handle A&E are comprehensively trained to perform the required functions proficiently and safely, work tasks, or evolutions involving A&E. (paragraph 4)
In the case of conflicting policies or regulations, the most stringent policy/regulation shall apply. (paragraph 4)
