MCO 5580.4A updates LEOSA credential issuance procedures and establishes guidelines for current, retired, and separated Marine Corps law enforcement officers. It requires applicable organizations to comply with the enclosure and addresses credential management, eligibility verification, training, applications, and credential returns.
Applies to: This Order is applicable to the Marine Corps Total Force.
Under the provisions of LEOSA, qualified active, retired, and separated law enforcement officers (LEO) may carry a concealed firearm that has been shipped or transported in interstate or foreign commerce. (paragraph 1)
Applicable organizations shall comply with enclosure (1). (paragraph 4)
Apply at OCONUS/Overseas duty stations unless specifically authorized by DoD policy, Department of State policy, and/or the requirements have been articulated, negotiated, and expressly permitted by a standing Status of Forces Agreement, Visiting Forces Agreement, or other international agreement. (paragraph 6)
Appoint in writing a primary and alternate LEOSA credential manager responsible for assisting in the proper execution of the provisions contained within this Order. (paragraph 7)
