It establishes portfolio management as the primary process for IT capability management and investment decisions. It addresses IT portfolios, authoritative data sources, system and application inventories, net-centricity, interoperability, and information assurance.
Applies to: All military departments and defense agencies are required to implement IT PfM in order to provide a balanced strategy for making decisions and recommendations based on enterprise strategic planning, integrated architectures, and capability-based performance.

Marine Corps IT portfolios consist of 13 Marine Corps and 6 Secretary of the Navy (SECNAV)/Chief of Naval Operations (OPNAV) Functional Areas, listed in enclosure (1) . (paragraph 4)
