MCO 5090.4A addresses enforcement protecting natural and cultural resources, stewardship for sustained military land use, and program coordination. It requires alignment under Environmental Directorates, specified training and credentials, adherence to use-of-force policy, and defined firearms and personnel standards.
Applies to: This Order is applicable to the Marine Corps Total Force installations, commands, detachments, and units that are required to have an Integrated Natural and/or Cultural Resource Management Plan in accordance with reference (e).
References (a) through (g) require the Marine Corps to enforce laws primarily aimed a protecting natural and cultural resources as an integral part of a natural resources program. (paragraph 3)
Conservation law enforcement programs shall be aligned under installation Environmental Directorates. (paragraph 4)
Conservation officers shall attend the Federal Law Enforcement Center Land Management Police Training in order to be issued Department of Interior, U.S. Fish and Wildlife Service Law Enforcement Officer credentials from the Commandant of the Marine Corps, Land Use and Military Construction Branch (LFL). (paragraph 4)
The U.S. Fish and Wildlife Service (USFWS) use of force policy has been adopted in accordance with the USFWS/Marine Corps Memorandum of Agreement and conservation officers shall adhere to it. (paragraph 4)
Conservation officers shall be civilian employees serving at General Service grade level 09 or above, under the appropriate series and conditions identified in reference (h). (paragraph 4)
