It provides the Depot Level Source of Repair decision process for ground weapon systems, ground support equipment, and software. The process requires recommendations and decisions to support compliance with statutes, Department of Defense requirements, and current orders.

The DLSOR decision process is a mandatory activity in logistics support planning for items (and subcomponents) that will require depot level maintenance. (paragraph 4)
The process will take place following development of the Maintenance Concept and the Operational Requirements Document and prior to completion of the Maintenance Plan. (paragraph 4)
The only exception to using PBL is if a business case analysis shows that PBL is not the best course of action. (paragraph 4)
Program managers are responsible for Program Level TLCM and determining a need for a business case analysis with a risk assessment (step 1 and block A1 in figure 1 of enclosure (1)). (paragraph 3)
