The publication addresses hazard communication, installation receipt processing, quality control, recoupement, packaging, shipment planning, environmental protection, safety and health, training, and ammunition and explosives. It requires hazardous materials to be managed according to applicable laws and DoD policy, with Safety Data Sheet information entered before first delivery and hazardous items identified by packaging labels and markings.
Applies to: This regulation applies to all DoD/DLA components that receive, store, issue, use, maintain, recondition, and perform associated services with or containing hazardous materials or hazardous waste.
The Safety Data Sheet (SDS) or product information will be acquired or developed and entered into the Hazardous Materials Information Resource System (HMIRS)/enterprise data repository as required by Enclosure 1, (ac) before the first delivery arrives at its first destination. (paragraph 5)
All hazardous items will be recognizable by their packaging labels and markings for the purpose of conveying product hazards in accordance with 29 CFR 1910.1200 and discrimination from nonhazardous items. (paragraph 5)
Avoid handling incompatible materials at the same time. (paragraph 9)
Report spills of any size when they occur. (paragraph 4)
Stock locator systems will be validated at least annually or more often if warranted to ensure accuracy. (paragraph 6)
