It establishes individual, collective, and directed training and education support for Marine logisticians, logistics staffs, and logistics units. It requires ELI certification, training plans, readiness assessment, and participation in specified training exercises.

The purpose of EXLOC is to train logisticians to ELI 2000 level standards per reference (c). (paragraph 1)
ELIs are selected billets in the FMF, Fleets, and Supporting Establishment composed of the ranks of Major through Lieutenant Colonel, and Master Sergeant through Master Gunnery Sergeant. (paragraph 2)
Design, conduct, supervise, and validate staff and unit training plans in accordance with the unit commander’s guidance, higher headquarters plans, and applicable Marine Corps Orders. (paragraph 2)
ELI certification should occur during Block I of the unit’s training cycle so that ELIs have requisite skills to analyze, design, develop, implement, and evaluate unit home station collective training. (paragraph 2)
The target population description of the MCLOG BSTX is one or more Logistics Combat Element (LCE) commanders and battle staffs and regimental and battalion level. (paragraph 1)
