MCO 3058.1 covers risk assessment, risk reduction courses of action, emergency response, utility restoration, security response, continuity, and reconstitution planning. It requires risk reduction plans, cost-benefit analysis, annual risk assessment, and use of specified processes and tools.
Proposed risk reduction courses of action identified as part of any risk reduction plan should include a cost-benefit analysis. (paragraph 6)
Executive-level planning groups shall include a cost-benefit analysis to balance risk to the asset and/or mission with the resource requirements necessary to reduce risk. (paragraph 7)
The plan shall include details concerning the asset; specific T/Hs to which the asset is vulnerable; information concerning the command’s decision to reduce risk; and resource requirements needed to execute the plan. (paragraph 7)
All risk reduction plans must be documented in MC-CAMS NG. (paragraph 2)
Although commands are required to assess risk annually, a command’s missions, threats/hazards, and vulnerabilities can change at any time. (paragraph 5)
