Must be an enlisted Marine in the grade of corporal or sergeant who, at the time of nomination, is serving in the SMCR and is not serving on the Full-Time Support program. (paragraph 4)

A candidate must best exemplify those characteristics expected from an exceptional noncommissioned officer. (paragraph 5)
All nominations should include the candidates’ military and civilian resumes, a current photograph taken per reference (a), and appropriate endorsements in the chain of command. (paragraph 6)
Commanding officers/officers in charge of SMCR units and Individual Mobilization Augmentee detachments will submit names of recommended candidates annually, via the chain of command, to the commanding generals of the 4th Marine Division, 4th Marine Aircraft Wing, 4th Force Service Support Group, or Marine Corps Reserve Support Command, to arrive by 1 August.
