It establishes a Marine Corps FPC process for identifying individual risk factors, applying holistic risk management measures, and promoting protective factors. It requires formalized FPC processes, CIRRAS use, regular council conduct, and continuous assessment of Marine well-being.
FPCs must be conducted, at a minimum, on a monthly basis for the active component and not less than semi-annually for the reserve component. (paragraph 3)
All commanders must use the identified program of record to support the FPC process; identify and document risk levels of individual Marines; record risk mitigation plans to include referrals, resources, and additional mentoring; and facilitate warm handoffs between commands. (paragraph 4)
CIRRAS is the singular and authoritative tool used to support the FPC process and the FPC in accordance with CIRRAS user roles and permissions established in references (v) and (w). (paragraph 3)
Commanders must have a clear, formalized FPC process which incorporates FPCs and ensures consideration of every Marine. (paragraph 4)
The FPC process may be tailored to unit size, structure, location, geographic dispersion, and mission as long as: every Marine is considered, each individual Marine’s CIRRAS profile is maintained in a fully completed state, and the process includes FPCs. (paragraph 2)
