The SECNAV must sign the promotion plan and precept. (paragraph 6-14)
All requests for non-selection must be received within ten calendar days of the board convene date per 10 U.S.C. section 614. (paragraph 3)
Reserve officers (except AR officers) are required to submit an RQS to selection boards for which they are eligible. (paragraph 6-14)
Only board members and recorders are allowed in executive session, and a recorder must be present during all executive sessions. (paragraph 2)
Adverse information not documented in an officer’s record cannot be briefed, even if it is known to the briefer or another board member. (paragraph 4)
