It establishes two-level summary ratings, specifies appraisal forms and critical elements, and sets requirements for performance programs and reviews. It also addresses rewards, grievances and appeals, and the transfer of ratings.
Applies to: This Order applies to all appropriated fund employees of the Marine Corps excluding Senior Executive Service.
The appraisal performance rating levels are "Acceptable or Unacceptable." (paragraph 4)
Enclosure (1) will be used in evaluating the performance of all civilian employees in the Marine Corps. (paragraph 4)
Critical elements in the performance appraisal shall include specific technical, security, or supervisory performance required of the employee as described under additional performance requirements at enclosure (3). (paragraph 4)
All appraisals will be completed or reviewed as required for "Unacceptable" performance within 60 days of the close of the performance period. (paragraph 7)
Covered employees may raise issues relating to the performance appraisal process through either the administrative grievance procedure or, where applicable, a negotiated grievance procedure. (paragraph 6)
