FSRM requirements include maintenance, repair, minor construction, and demolition of all real property and are funded annually. (paragraph 1)
Real property does not include personal property (weapons systems and other military equipment). (paragraph 1)
Each project must be justified on the basis of mission, life-cycle economics, health and safety, quality of life, or some combination of the above criteria. (paragraph 3)
The Installation cannot proceed with the change order until the ADC LF/COMMCICOM approves this request and a new contingency ceiling has been established. (paragraph 3)
