MCIP 3-03.1i covers stability operations, the maritime environment, planning considerations, functions and tasks, training, and country team perspectives. It identifies tasks performed by naval forces and provides authoritative interim doctrine requiring liberal judgment in its application.

The purpose of this publication is to highlight the unique aspects of stability operations in the maritime domain that must be addressed by the joint force commander and his planning staff. (paragraph 2)
