The purpose of this publication is to highlight the unique aspects of stability operations in the maritime domain that must be addressed by the joint force commander and his planning staff. (paragraph 2)
As planning guidance for maritime stability operations, this doctrine is intended for eventual incorporation in future editions of Joint Publication 3-07, Stability Operations. (paragraph 2)
Recognizing that stability operations require a whole of government approach for responding to instability, this publication is intended to inform both military and civilian planners concerning the unique aspects of the maritime stability operations and to identify and to describe those tasks performed by naval forces. (paragraph 2)
