The publication addresses national preparedness policies, risk-based decision making, continuity of operations, incident action planning, and mission-area planning. It requires risk analysis for high-risk contingencies, establishes plan review and distribution criteria, and defines basic plan and CONPLAN structures.
Applies to: It is intended to provide operational guidance for Coast Guard personnel and is not intended to nor does it impose legally-binding requirements on any party outside the Coast Guard.
Emergency Management planners will conduct a risk analysis when planning for contingencies identified as a high risk to their unit’s AOR. (paragraph 5)
Commanders will complete, or participate in, a risk-based decision-making analysis of their unit’s area of responsibility in order to comprehensively plan for any type of contingency for which their unit may need to respond. (paragraph 4)
Distribution will be limited to those commands, agencies, and key stakeholders with a role in the emergency management plan or a need to know its contents. (paragraph 4)
Plans will be distributed electronically. (paragraph 4)
The Basic Plan is the minimum requirement of any OPLAN or CONPLAN. (paragraph 2)
