It establishes policy for supplemental educational assistance, known as kickers, and for authorizing the transferability of education benefits. Coast Guard unit commanders, commanding officers, officers-in-charge, deputy and assistant commandants, and chiefs of headquarters staff elements must comply with its provisions.
