It establishes eligibility requirements, evaluation standards, examination processes, advancement lists, panel reviews, and service obligations.
Applies to: This Section is applicable to the advancement of: Enlisted Members. All active duty and Reserve enlisted members unless superseded by Reference (e), Reserve Policy Manual, COMDTINST M1001.28 (series).
The enlistment of any person who has previously served in the Coast Guard Reserve will be considered a reenlistment. (paragraph 1)
All members who have completed eligibility requirements for advancement to E-9 will be reviewed by the Panel. (paragraph 2)
Each enlisted member must complete and meet the eligibility requirements listed below by the PED of the applicable MCAP. (paragraph 2)
Temporary commissioned officers are not eligible for advancement to pay grades E-7, E-8, or E-9. (paragraph 2)
Members will incur a 2-year (24 months) service obligation upon advancement to E-9. (paragraph 4)
