It defines clinic types, empanelment, appointment scheduling, staffing, PCMH team composition, referrals, facility requirements, and patient access. It establishes requirements for health information technology, clinical documentation, telehealth, laboratory processes, performance measurement, and readiness.
Applies to: All Coast Guard unit commanders, commanding officers, officers-in-charge, deputy/assistant commandants, and chiefs of headquarter directorates must comply with the policies contained.
Coast Guard clinics are categorized in four categories according to empanelment size. (paragraph 1-3)
Maximum empanelment per one clinical full time equivalent (1 cFTE) is 650 total empanelment beneficiaries (Reference (g)). (paragraph 6)
Only TSMs and ATC Managers (identified in Reference (b)) are authorized to create, edit, modify or delete templates and open, block, adjust, cancel, or freeze appointment slots on schedules. (paragraph 1-3)
Coast Guard clinics will not cancel more than 3% of appointments each month except for cancellations due to weather, operational or compliance contingencies. (paragraph 1)
Care provided to patients by Coast Guard staff shall be documented in an approved Coast Guard HIT system – usually MHSG. (paragraph 1)
