How must Coast Guard Legislative Change Proposals be developed and submitted?

LCPs shall be developed, coordinated, and cleared in accordance with this Instruction.

Who coordinates every Coast Guard Legislative Change Proposal?

Every LCP from a program element of the Coast Guard must be coordinated through Commandant (CG-094LC).

What approval is required before an LCP is submitted to the Department of Homeland Security?

An LCP will be submitted to the Department of Homeland Security, Office of the General Counsel, only with the final approval of the Commandant of the Coast Guard.

When can a Legislative Change Proposal be transmitted to Congress?

An LCP may be transmitted to Congress only pursuant to References (a) through (d) and this Instruction.

How must requests for technical drafting assistance be handled?

As a matter of practice, and given the political implications that flow from disclosure, all requests for drafting assistance, as well as any associated comments, shall be treated as confidential with the particular requesting Member of Congress or Congressional committee (whether it be with the majority party or minority party).
