It establishes processes for developing, coordinating, clearing, and transmitting Legislative Change Proposals to Congress. It also addresses positions on pending legislation, drafting support, interagency coordination, and restrictions on lobbying.
LCPs shall be developed, coordinated, and cleared in accordance with this Instruction.
Every LCP from a program element of the Coast Guard must be coordinated through Commandant (CG-094LC).
An LCP will be submitted to the Department of Homeland Security, Office of the General Counsel, only with the final approval of the Commandant of the Coast Guard.
An LCP may be transmitted to Congress only pursuant to References (a) through (d) and this Instruction.
As a matter of practice, and given the political implications that flow from disclosure, all requests for drafting assistance, as well as any associated comments, shall be treated as confidential with the particular requesting Member of Congress or Congressional committee (whether it be with the majority party or minority party).
