The publication establishes a Donor Recognition Program for Coast Guard-owned real property and distinguishes donor recognition from memorialization and naming policies. It sets approval, ethics, legal review, gift acceptance, and recognition limitations for significant donations.
Applies to: All Coast Guard unit commanders, commanding officers, officers-in-charge, deputy/assistant commandants, and chief of headquarter directorates must comply with the policies contained.
Donor recognition is authorized in Coast Guard-owned interior spaces (e.g., classrooms, building atriums, training rooms, lounges, weight rooms, etc.) and exterior MWR installations (e.g., BBQ area, gazebo, basketball and volleyball courts, rock climbing wall, playground, etc.), in recognition of significant donations to build or improve these facilities.
Recognition can be made of individuals who donate directly to the Coast Guard or in coordination with a supporting non-federal entity (e.g., Coast Guard Foundation (CGF), Coast Guard Academy Alumni Association (CGAAA), National Coast Guard Museum Association (NCGMA), Coast Guard Mutual Assistance (CGMA), United Services Organization (USO), etc.).
Commandant (CG-COMMS) shall serve as CGDRB Chair to ensure centralized approval of donor recognition.
Local commands are not authorized to approve donor recognition nor make any commitment to a donor regarding recognition.
Before any gift is accepted, it must undergo a thorough ethics and legal review in accordance with References (d) through (f).
