Applies to: This Instruction addresses management of the Coast Guard’s organizational structure at all levels and the functions assigned to each organization.
Commandant (CG-81), Office of Resources, Organizational Analysis, and Workforce Management, is the lead Headquarters staff element and manager of the Organization Modification Request (OMR) process. (paragraph 5)
Ad hoc organizational changes are not authorized. (paragraph 5)
Any change to approved Coast Guard organizational structures and/or functions must have a signed approval memo prior to implementing any changes as outlined in Table 3-1. (paragraph 1)
An OMR submission package must include what metrics will be collected and the timeframe for collecting those metrics to then measure against the organizational or functional changes to determine if the proposed change, if approved, shows tangible improvement. (paragraph 3-1)
Coast Guard Headquarters Directorates, Coast Guard units, and staffs shall not implement proposed organization changes, including pilot studies, until notified that the OMR has been approved and that all required post-approval actions, such as any labor notifications, are complete. (paragraph 8)
