The publication addresses participant eligibility, applications, fare media, local program plans, internal controls, audits, privacy, and security. It requires approved applications, accountability reporting, and audit documentation for the commuter transit subsidy program.
Applies to: All Coast Guard unit commanders, commanding officers, officers-in-charge, deputy/assistant commandants, and chiefs of headquarters staff elements shall comply with the provisions of this Instruction.
Coast Guard participants may receive a monthly transit benefit equal to their actual commuting cost, not to exceed the monthly maximum limitation established by the IRS.
Carpools do not qualify for reimbursement under the Commuter Transit Subsidy Benefits Program. (paragraph 5)
Eligibility for the benefit starts on the date that the application is approved and is not retroactive. (paragraph 3)
Applicants shall furnish all of the information requested on the application form before submitting it for approval. (paragraph 3)
The applicant shall sign the form, thereby certifying that the fare media is for the participant’s personal commute to and/or from work and the fare media shall not be transferred to another individual. (paragraph 3)
