The publication establishes a standardized process for determining workforce and personnel requirements. It addresses workforce gaps, data collection, workload measurement, allowances, reports, stakeholder review, and final determinations.
Applies to: All Coast Guard unit commanders, commanding officers, officers-in-charge, deputy/assistant commandants, and chief of headquarters directorates must comply with the policies contained herein.
The Workforce Requirements (WR) Determination Instruction establishes policies and processes to provide the Coast Guard workforce community with a tool outlining an integrated approach to workforce requirements. (paragraph 1)
Workforce Requirements should be updated when any of the following occur. (paragraph 1)
Requests for analysis for acquisitions, consistent with Reference (a), shall be made to the Human Systems Integration (HSI) Division (DCMS-DPR-23). (paragraph 1)
All other workforce study requests should be made to the WRD Division Chief (DCMS-DPR-24). (paragraph 2)
Each data collection effort will be guided by a Data Collection Plan. (paragraph 1)
