It addresses natural resources across land, water, marine, aquatic, and aerial environments, including habitat, wildlife, fisheries, invasive species, and protected areas. It sets requirements for evaluating actions, avoiding or mitigating environmental harm, maintaining natural resource areas, and completing compliance documentation.
Applies to: This Instruction applies to all federal actions that the Coast Guard carries out, authorizes, or funds, in full or in part and to the management of all Coast Guard owned or controlled property.
The Coast Guard must conduct all actions and operations, both at home and abroad, in compliance with applicable NRM requirements. (paragraph 5)
Coast Guard commands must prevent feral cat and dog populations and ensure their humane removal from Coast Guard lands through close coordination and cooperation between natural resources management practitioners, pest management professionals, security staff, and housing personnel.
Proponents must avoid the take of migratory birds, including their parts, feathers, nests, or eggs.
Proponents must evaluate all potential effects of actions in floodplains following the 8-step process in any associated NEPA document in accordance with Floodplain Management, E.O. 11988.
Proponents must implement measures to lessen the impacts of invasive species within the scope of the proposed action or operation to the extent practicable.
