Applies to: All Coast Guard unit commanders, commanding officers, officers-in-charge, deputy/assistant commandants, and chief of headquarter directorates must comply with the policies contained.
An MMA generally consists of major Hull, Mechanical, and Electrical (HM&E) and/or Command, Control, Communications, Computers, Cyber and Intelligence (C5I) systems repairs and replacements. (paragraph 5)
MMAs are not intended to provide new or additional capability, nor are they intended to extend the service life of the cutter. (paragraph 5)
MMA governance is the act of oversight of MMA project execution (i.e., cost, schedule, performance) and regulating progress through the Coast Guard defined MMA Life Cycle Framework (see Figure 1: MMA Life Cycle Framework) using senior stakeholder representative forums.
The project must demonstrate progress, affordability, and successful satisfaction of the entrance criteria prior to entering the next phase at each PDE.
Following each PDE brief, the respective EOC or NMAOC Chair approves or disapproves advancement through the process, which is documented in an MMA Project Decision Memo.
