The publication defines covered requests, identity information, requesting entities, and related intelligence roles. It requires designated approval, legal review, written routing and decisions, and retention of covered-request decisions for at least five years.
Applies to: All Coast Guard unit commanders, commanding officers, officers-in-charge, deputy/assistant commandants, chief of headquarters directorates must comply with the policies contained.
A request for non-public identity information with respect to a known unconsenting U.S. person that was omitted from an NIE intelligence report disseminated by the Coast Guard.
Only the Assistant Commandant for Intelligence (CG-2), the Deputy Assistant Commandant for Intelligence (CG-2D) in CG-2’s absence, or the Chief, Office of Intelligence Plans and Policies (CG-25) in CG-2 and CG-2D’s absence, will approve a covered request.
Before a decision by the approving official, the approval of a covered request will be reviewed by the Chief, Office of Information and Intelligence Law (CGLII).
When the Coast Guard is not the originating element for the information, the approving official shall obtain the concurrence of the head or designee of the originating IC element before approving a covered request.
Any CGI element receiving a covered request will forward the request to Commandants (CG-25) and (CG-LII).
