The publication establishes the Student Engineer and Naval Engineer in Training parts of the PQS. It contains competency requirements, qualification assessments, watchstanding, engineering systems, maintenance, personnel management, and logistics subjects.
Applies to: All Coast Guard unit commanders, commanding officers, officers-in-charge, deputy/assistant commandants, and chiefs of headquarter directorates must comply with the policies contained.
Officers commissioned after 01 May 2025 must follow the procedures in the Naval Engineer Apprentice PQS in lieu of Chapters 1-4 of this PQS. (paragraph 5)
Officers commissioned prior to 01 May 2025 may follow the guidance in this PQS or elect to complete the Naval Engineer Apprentice PQS. (paragraph 5)
Successfully pass the Chapter 1 Student Engineer Assessment within one year of reporting aboard. (paragraph 1-6)
Establish and maintain a Naval Engineer PQS notebook to document the completion of Chapters 1-6. (paragraph 1-2)
Until qualified, the Student Engineer shall stand underway and inport watches with a qualified EOW as directed by the EO and the unit's break-in watch rotation standards. (paragraph 1-6)
