It establishes the CG GFM planning cycle, objectives, processes, terms, boards, and resource allocation roles. It addresses operational performance, mission risks, force reallocation, Requests for Resources, and strategic planning direction.
Applies to: All Coast Guard unit commanders, commanding officers, officers-in-charge, deputy/assistant commandants, and chief of headquarter directorates must comply with the policies contained.
Operational planning as described in this Instruction refers to the annual 2-year CG GFM planning cycle for Coast Guard operations and contingency preparedness.
Coordination for all Requests for Resources (RFR) submissions fall as an input into the CG GFM process and will be addressed accordingly.
CG GFM is an adaptive process useful for connecting operational demand signals with strategic intent to responsibly employ the Service’s most capable assets. (paragraph 5)
For the purposes of this process, “force allocation” refers to asset distribution and assignment to a specific mission, purpose, or supported external RFR.
Coast Guard Global Force Management Board (CG GFMB): Advisory body to senior leadership for current and future-year mission management, resource allocation decisions, and CG GFM process improvements.
