It establishes a standardized, quantitative, analytical, and logical method for the Cutter Homeport Decision Process. It covers process phases, homeport assessment factors, shore support timing, acquisition and budget alignment, and related environmental considerations.

From start to finish, the CHDP normally takes 12-36 months to complete, depending on the available information at the start of the process, the complexity of the initiative, and type of homeport decision (see 3.A.2.). (paragraph 1)
To provide the minimum time for the homeport planning, funding, and construction of the required shore facilities, a signed decision memo is required eight years prior to CONUS and OCONUS homeport arrival. (paragraph 2)
