The publication establishes policies for Ombudsman program management, command participation, training, confidentiality, reporting, and spouse participation. It also sets requirements for appointments, funding, reimbursement, administrative support, and Ombudsman duties.
Applies to: All Coast Guard unit commanders, commanding officers, officers-in-charge, deputy/assistant commandants, and chiefs of headquarter directorates shall comply with the policies in this Instruction.
All CO/OICs shall provide necessary training and support to the unit Ombudsman as an essential part of their leadership team. (paragraph 5)
Coast Guard Ombudsman training is required within three months of appointment.
Contact and communications with an Ombudsman are considered confidential, except in those circumstances described in this policy.
If an Ombudsman learns of information indicating a life-threatening situation, the Ombudsman shall immediately call emergency services (911).
If an Ombudsman learns of information about a possible sexual assault, whether from a victim or third party, the Ombudsman shall as soon as possible report that information to the Sexual Assault Response Coordinator (SARC).
