The publication covers MWR activities, morale funds, budgets, procurement, sports programs, taxation, audits, and safety inspections. It requires procedures for financial management, recordkeeping, facility safety, and authorized recreation programs.
Applies to: All Coast Guard unit commanders, commanding officers, officer-in-charge, deputy/assistant commandants, and chiefs of headquarters staff elements shall comply with the provisions of this Instruction.
When the custodian of the morale fund is absent from the activity on a temporary basis and cannot fulfill the responsibilities of Paragraph 2.F.1 above, the commanding officer shall properly designate another individual to act as custodian. (paragraph 1-2)
Due to the high risks associated in the operation of a recreational watercraft activity, CSC authorization shall be on file to operate morale watercraft within the MWR program. (paragraph 3)
Bouncy-type equipment such as bounce houses and paintball equipment are not authorized. (paragraph 1-8)
For events such as Coast Guard Day, bounce houses may be rented from a reputable business that properly sanitizes and maintains inflatables/equipment along with a general liability insurance policy to cover bodily and property damage. (paragraph 1-8)
Participation in bingo games will be limited to authorized patrons, including authorized Coast Guard civilian employees, and their bona fide guests. (paragraph 1-2)
