It provides criteria of adequacy for reception facilities handling oil, Noxious Liquid Substances, garbage, Ozone Depleting Substances, and Exhaust Gas Cleaning System residue wastes. It covers inspection activities, waste-specific criteria, compliance information, and Coast Guard personnel policies.
Applies to: All Coast Guard unit commanders, commanding officers, officers-in-charge, deputy/assistant commandants, and chiefs of headquarter directorates must comply with the policies contained.
Refusal of a port or terminal’s reception facility to accept a legitimate MARPOL 73/78 waste material is a serious matter unless the facility can produce substantial justification why the material should not be accepted. (paragraph 2)
In 33 CFR § 151.65, the master or person who is in charge of each oceangoing ship shall notify the port or terminal, at least 24 hours before entering the port or terminal, of the estimated volume of garbage requiring disposal, if any of the following types of garbage are to be discharged: Animal and Plant Health Inspection Service (APHIS) regulated waste, medical waste and hazardous waste as defined in 40 CFR § 261.3. (paragraph 4)
Chemical tankers which have discharged cargoes that present a hazard to the marine environment (Category X and high viscosity/solidifying Category Y substances) are required to carry out a mandatory prewash before leaving the port (see Reference (a) Annex II Regulation 13.6.1.1 and 7.1.3). (paragraph 3)
A company providing mobile transfer or reception services must meet the applicable requirements of 33 CFR parts 154 and 158, and those serving as OSROs for a facility must meet the requirements of 33 CFR part 154, subparts F and H, and subpart I regarding response plans and 33 CFR part 158 if acting as a reception facility. (paragraph 5)
