The publication addresses board authorities, candidate prerequisites, review board colleges, requests, evaluation procedures, reporting results, and permanent relief for cause. It requires commanders to conduct semiannual boards and establishes requirements for candidate packages, board composition, certifications, and records.
Applies to: It is intended for use by all personnel supervising the Officer in Charge Review Board process or by personnel who are requesting to appear before the board.
Commanders must convene a Final OIC Review Board semiannually during the months of April and October to consider enlisted members for OIC certification. (paragraph 3)
Candidates who do not meet the body composition standards in accordance with Reference (a), will not be permitted to appear before the OIC Review Board. (paragraph 2)
The candidate is responsible for developing their screening package. (paragraph 3)
Final OIC Review Boards must document a candidate’s successful OIC Review Board Certification and assign appropriate qualification codes, or unsuccessful OIC Review Board Certification. (paragraph 3)
OIC certification remains permanent unless removed as the result of a permanent relief for cause in accordance with Reference (c). (paragraph 1)
