What must the issuing authority do for the insignia certificate?

For Insignia entitlement, the Financial Operations Qualification Insignia Certificate, maintained electronically by Commandant (CG-81), must be signed and issued by the issuing authority.

How is award of the insignia recorded?

The unit’s Servicing Personnel Office (SPO) must record award of the insignia in Direct Access using Competency Code “CGFININS” and in the member’s Official Military Personnel File (OMPF).
