Enlisted members (E-4 and above) and Officers of the Coast Guard and Coast Guard Reserve, and Coast Guard civilian employees who meet the criteria outlined in this Instruction may be awarded the Financial Operations Qualification Insignia.
Attain the qualifying competencies in Direct Access as outlined below: (a) P&C1: Proc/Contracting Specialist 1- Obtained by completing two years minimum experience in procurement and contracting; (b) FIN-S: Financial Specialist- Obtained by completing one-year minimum experience in financial management; and (c) PROPSP1: Property Specialist 1- Obtained by completing one-year minimum experience in property management.
For Insignia entitlement, the Financial Operations Qualification Insignia Certificate, maintained electronically by Commandant (CG-81), must be signed and issued by the issuing authority.
The unit’s Servicing Personnel Office (SPO) must record award of the insignia in Direct Access using Competency Code “CGFININS” and in the member’s Official Military Personnel File (OMPF).
