The publication addresses alcohol use disorders, drug incidents, hemp and marijuana establishments, drug paraphernalia, and behavioral addictions. It establishes testing methods, command responsibilities, reporting requirements, and treatment-related policies.
Applies to: This Instruction applies to Coast Guard active duty military members and the members of the Reserve component at all times, regardless of duty status.
Frequent, random urinalysis testing is the primary drug test inspection tool to detect unlawful use of controlled and prohibited substances and separate drug abusers. (paragraph 1-5)
Section titled Drug Testing Conducted in Conjunction with Training in Chapter 6, Testing for Controlled and Prohibited Substances, is amended to require all recruits, cadets, officer candidates, and direct commission officers to be drug-tested within 72 hours of reporting to active duty, and all “A” School students to be tested within 96 hours of reporting to training. (paragraph 7)
Monitor the Coast Guard Business Intelligence (CGBI) Drug Testing Report to ensure that all unit personnel (100 percent assigned) are urinalysis tested at least once during the FY, in accordance with Paragraph 6.D.1.d., Random Selection Testing Requirements, of this Instruction. (paragraph 4)
Positive steroid and controlled enhancing drug test results may constitute a DI and must be reported to the MAJCOM and the local CGIS office in accordane with Paragraph 6.C.2, Commanding Officers (COs) and Officers-in-Charge (OICs). (paragraph 4)
The DTC, ADTC, DTO, or SC will document and process the collection of each sample in accordance with the procedures of the contracted testing facility. (paragraph 4)
