Applies to: This instruction applies to active duty military members assigned to Vance Air Force Base, to include the Air Force Reserve and Oklahoma Air National Guard of the United States, unless otherwise stated.
The commander has the authority to approve exceptions or waivers to this instruction that are consistent with controlling law and instructions. The 71 FTW/CC is the decision authority for placing establishments and areas off-limits. (paragraph 31-213)
The VDCB will be established by the installation commander to advise and make recommendations on matters concerning eliminating conditions which adversely affect the health, safety, welfare, morale and discipline of Vance AFB. (paragraph 31-213)
Provide an agenda to each voting member at least 72 hours prior to the meeting prepared by the board recorder. (paragraph 31-213)
Normally proceedings are closed but may be opened to the public when circumstances warrant. (paragraph 31-213)
