Applies to: This is the only USAFE-AFAFRICA instruction concerning International Agreements and is applicable to all USAFE-AFAFRICA staff agencies, commands, units, and activities.
Not negotiate, conclude, amend or terminate an IA without specifically obtaining prior written approval from USAFE-AFAFRICA/A5/8/9 (through USAFEAFAFRICA/A8Z). (paragraph 2)
Not negotiate or conclude verbal agreements. (paragraph 2)
As a minimum, all agreements will contain the information listed in Attachment 2. (paragraph 3)
Disputes will be resolved by negotiations between the parties at the lowest level possible. Disputes that cannot be resolved at lower levels will be referred to higher-levels within their governments (or organizations, as appropriate) for resolution. Disputes will not be referred to arbitration, litigation, or other resolution by a third party. (paragraph 3)
