The publication establishes an installation Dangerous Goods Management Program and addresses Italian, European, international, and transportation requirements. It requires designated advisors and certifying officials for units moving, packing, loading, filling, or unloading hazardous materials and wastes.
Applies to: This instruction implements Air Force Policy Directive 23-1, Materiel Management, and USAFE- AFAFRICA 23-104, COMMAND DANGEROUS GOODS PROGRAM (CDGP) and applies to all United States Air Forces in Europe (USAFE) and Air Forces Africa (AFAFRICA) units and personnel.
Transports of dangerous goods between the Aviano AB areas through public roads must be in full compliance with ADR.
The safety briefing must include load securing, compatibility, emergency response, and notification procedures for incidents and/or accidents.
A movement document is not required for on base movement.
The overall responsibility for the transportation of HM rests with 31 FW/CC. (T-1).
Units moving or packing, loading, filling or unloading HM/HW, must appoint at least one primary and one alternate Unit DGA (UDGA), using USAFE Form 66.
