Works Councils are employee representation groups elected by the workforce concerned for a 4-year term of office. (paragraph 3)
Works councils are independent of trade unions. They have no right to call a strike. (paragraph 3)
The co-determination right requires works council/CWC concurrence or the establishment of a Conciliation Committee to arbitrate a resolution; i.e., no final decision authority by USAFE-AFAFRICA management (re Section 69 FPRL). (paragraph 4)
The right to be informed entitles works councils/CWC to be timely and comprehensively informed on any actions affecting local labor that are not subject of formal participation rights (Section 68, paragraph 2 FPRL). (paragraph 4)
Maintenance of sound relations requires that timely and comprehensive information on planned management actions affecting the LN workforce is provided to works councils in order to obtain and consider the council’s comments/coordination before finalizing any planned action. (paragraph 2)
