It addresses driving privileges, privately owned vehicle operation, traffic planning, traffic violations, driving records, traffic points, and vehicle impoundment or abandonment. It establishes mandatory requirements for traffic supervision, vehicle operation, point assessments, suspensions, and towing or impoundment.
Applies to: This instruction applies to all pedestrians and personnel operating a motor vehicle (GOV or POV), bicycle, and/or roller skates on any installation under control of the 52 FW.
Approved head protection, eye protection, foot and ankle protection, full fingered gloves or mittens, long trousers, long sleeved shirt or jacket will be worn by operators and passengers, while in uniform or civilian clothes, when in operation. (paragraph 91-207)
Miniature bikes, motorized scooters, micro-bikes and similar motorized recreational vehicles will not be operated on the roadways of Spangdahlem AB to include base housing. (paragraph 190-1)
Routine use of these vehicles will be restricted to low-speed areas of the installation with speed limits not exceeding 35 miles per hour (MPH). (paragraph 190-1)
If a rebuttal has not been requested within 5 duty days, it will be assumed the offender does not wish to rebut the citation and the offense will become a permanent part of the offender’s driving record. (paragraph 190-1)
52 SFS/S5R will take action to suspend the USAREUR license for 180 days when a person reaches either of the limits listed in paragraphs 5.1.3.1 or 5.1.3.2. (paragraph 2)
